You need to be jailbroken in order to get a mod menu. Are you jailbroken?

I would recommend something like You must login or register to view this content. menu. It is very stable, and has a lot of options.
To use it, simply be in a pre-game lobby and connect via CCAPI or TMAPI.
Then, just inject the GSC and start the game. Press R3 + L1 and you should have the menu :p
