Well maybe try an unbanned CID and a new account then delete the BO2 Game Data from Game Data Utility and restart BO2 so it'll install all the original files then try an EBOOT from this section that has Anit-Ban on it:

I have tried all these methods and they didn't work, Even when I don't load any mods I still get banned I think I changed another eboot in a different file but I deleted my Bo2 Data and restarted it but it still doesn't work
