I just recently started to mod bo2 on ps3 and my nat type was moderate and I couldn't host any games. so I tried port forwarding UPnP and DMZ and I also set up a static IP address for my ps3 and my NAT is still MODERATE. I am on PLUSNET broadband so if anyone could help me out to get a OPEN NAT I would really appreciate it

There isn't really any problems with a moderate network as long as it is setup correctly. You can only achieve an open NAT by not connecting the console to a router. You have to use one of your IP-addresses for your router and an other for your console.
