1. Are you on DEX?

2. Did you put the eboot that came with it in the USRDIR folder for bo2?

3. Did you put the .sprx file in your tmp folder?

Yeah everything is in it's right folders it's my resolution in display even when I change to 720p it still won't let me use my mod menu I have no idea what's going on I've tried different hdmi cables different tvs and all sorts still won't function menu won't come up at all

I use to use it on 420p so i dont know what your issue is.
