where are you from? I live in NA and never find lobbies even at peak hours there is usually only like 80 people playing and 6v6 tdm is just so slow paced

I'm in UK, I usually get a full lobby within 30sec. There's usually about 100 - 150 people on it but I still get full lobbies. Whether it's 1am or 1pm, I don't know why you don't get them

There's various RTM Tools that allow you to change the amount of players within a lobby, the only issue with that is for it to work correctly I believe you must be host. Black Ops 2 has recently switched their multiplayer servers over to Dedicated servers, it's still possible to find lobbies that you are able to force host in but the matchmaking times are usually very long depending on your Down/Up Speed.
