yeah, i heard that if you buy perks with the power off, you have to have the turbine next to the perk machine. this seems kind of pointless because zombies can attack the turbine. might as well turn the power on, i don't see why you would want to have the power off unless you are doing the easter egg.

If the perk is dimmed then the perk is there but not in effect. So if you use a turbine and leave it at the perk machine and no zombie destroys it, then the perk will work with power off, but that is not going to happen 9 out of 10 times. So basically perks don't work with the power off.
