afaik, you cant. But that was in Black Ops. Not sure about Black Ops 2, I assume its the same.

You can get trohies offline even in black ops I know that because once I was playing in my jailbroken PS3, so it's offline of course and got the 3 in 1 bullet trophy. I didn't try it in Black Ops 2 but I don't see a reason why you can't unlock them in local or offline solo.
