No because there's no jailbreak for the PS4. Also BOIII recovery services are NOT allowed on NGU yet so you won't find any for PS3 or 360 either.

Don't know for sure but since that's the staffs choice you have to abide by it.

No because stats do not transfer from last gen consoles
