Negative ,there is not a usb mod tool or editor of any kind on ps4. You cannot mod any game on ps4 at the moment.

there's no way to mod the game with on new gen consoles, period.

As mentioned, currently there isn't a way to do this, possibly in the near future but not currently. Thread closed.
