Don't think you can make a eboot for NPEB games since their from PS store I haven't seen anybody ever make a NPEB or NPUB eboot before.. The only ones you will see BLES/BLUS.
Just convert your BO3 game like i did or download BO3 BLES version full game, you can google search you will find the full game.

Well heres a video on how to do but its BLUS to BLES but you can learn to do it by following this tutorial then u'll figure out how to convert from NPEB to BLES.
