Put PC on 2.60 and PS3 on 2.70. That will allow you to use any tools that are on 2.60 or 2.70
I have that same setup with CCAPI and I have not been able to get the tool to work either. Not being mean or anything just trying to help the creator out. I have only tried the stats/gumball editor,but nothing changed. However it did say that the tool connected and attached. Im on BLES on the HDD on REBUG 4.80 spoofed to 4.81. If you need any more info let me know.

Then its the tool having issues then cause that setup i been on it ever since 2.70 was first released and it works perfectly, No issues

ccapi 2.70? why 2.60 only on all these tools can someone pz update tools for me pz i'm on 4.81 habit and 2.70 ccapi i tryed most of these links all seem to be dead are tool just not updated this is what get some many people banned cause tool not updated right when you try to use outdated tool ban comes with it..

If I can find where I will send you the link, but either in the GTAV section or BO3 there are update .dll files that you can copy into your tools folder, thus updating your tool to 2.70.
Edit: I said .dll but it might actually be .lib or something along those lines.
