You will need to create a whole new account since you have already used it on the PS4. Make it on the computer and make sure not to sign into it on the PS4. Get someone from the services section to mod it on the PS3 and they can transfer it to PS4 for you via Social Club.

You can if you never transferred before yet or make a new account as well as a social club account.
