Im hosting -999,999,999 xp lobby atm, and the lvl stick at other ppl, but not on my friend, why not?

He needs to kill himself till level 50, you leave, then when he finally gets host, he'll leave, then just after host migration has finished, he needs to sign out then back in, then the xp will have stuck, if he wants max cod points, he needs to kill himself 22 times.
