Depends on what you want to install. Have anything in mind? Apart from just "BO1 menus"

I've decided to RTM. I have CCAPI 2.60 installed on 4.70 DEX and it's all set up and ready. Will i need an eboot to mod BO1 with RTM on DEX?

Yes a DEBUG EBOOT would be required.
