Because while it scopes in quicker, that gives you less chance of dying by the enemy while it's scoping in.
We need to realise here that whether you get killed by the enemy whilst you're scoping in is not even remotely related to skill; it's luck whether he gets you quick enough or not. Just as it is luck if you hit a jugger-c*nt in CoD4. The skill comes when you can hit him. And obviously something that's quicker requires quicker responses etc.
