I went on did everything I have the hacks I want on and I go into split screen so my codes dont get deleted I wait a wile and go into online mode and join a free for all/tdm or any game mode and I become the host and nobody ever joins the match. I did with with multible diffrent setups and its always the same result. The hacks work fine in a private match or split screen. What am I doing wrong or missing?

This may sound silly, but did you make sure you deleted the patch?

Edit: Ive watched/followed/tryed over 12 diffrent RFOM tutorials. They where all pritty much exsactly the same. I did them all exsactly as said and am getting the same result every time. When I join a match I auto become host and just sits there forever waiting for somone to join. I am unable to see if I'm able to invite another peson to the match because nobody I know can bypass and if they do all they want to do it play crappy MW2 with there kimbo rangers and lightwaight/marathon

Did you bypass with RFOM and then use the new Cod4 gamesave for the hacks? I had this problem.
I deleted the cod4 patch and gamesave, then bypass with RFOM. I then chose play online and a new gamesave was created. I copied it onto my USB and put my hacks onto that gamesave then bypassed again and it worked. Also just keep looking for a cage match, it took me 15 minutes before I got anyone to join
