1. Check your firewall, if its turned on and blocking anon then you won't be able to sign in to psn.
2. If its the actual bypassing that isnt working check your configurations because thats the only reason why it shouldn't work
if your able to sign in.

Your firewall is blocking anon so there is no connection between your PS3 and computer, you will either have to make an exception in your firewall settings with anon or just turn your firewall off.

This is an easy one all you have to do is scroll up in CMD and you will see IPv4.
