I don't know if this is confirmed or not but you can try it:

cl_allowDownload “1″

just change the "1" to "0" and it should cancel it. This goes in the CM folder.
this will help as well

Hacks on 1.40 arnt patched when you download the game settings anyway.. they patched them by changing the controller configs.. so doing this would make a difference..

maybe if you put it in the CM? damn, I thought it would work but does it still get rid of the Downloading game settings shit?

nope not on the current patch it might work bypassed but, idk you would need it

you dont need to do this to get rid of downloading game settings, you just have to wait 10 seconds before hitting play online
