It was done on PC, you can tell by the fact that hes using a save position mod. and as for freeze jumping up there, tbh i dont think freeze jumping is real jumping because it can get you anywhere and doesnt require any skill.

it wasnt done on 360 it was done on pc. it would be very difficult to do on 360 but possible with a freeze jump

No it was done on 360. This guy is one of the best glitchers and is really famous. He can strafe that far and so could I. It is not that hard because all you need is a good strafe and height helps you get farther.
