One Is One shot ,One kill ( which i completed on veteran once and didnt appear) and Mile High club. ( i have completed it several times , But with slow motion and unlimited ammo ). But what i wanted to ask is why did they not appear and can i use cheats on veteran ?

You can USE them, but it wont appear as you completing it on Veteran

if you use cheats then it disables ANY and ALL achieveiments you would of got in that game so lets say if you needed to do mile high club on vetern then if you put unlimited ammo one and complete it you WILL NOT get the achievment casue you used the cheat
