most of those are ways of saying text like the big text on the screen

I think you can use them either way, as a bind, or a set.

or
    bind button_back "ui_lobbypopup;say INSERT TEXT"
or
    set ui_lobbypopup "INSERT TEXT"
Try all of 'em and give me some feedback. And yeah, as a set, they would stay up the whole lobby I believe.
