Sadly, the R700 is a glitched, and has more scope shake than the other sniper rifles, which subsequently makes it worse for quickscoping (at medium-long range), but if you just want to sit and camp, then it's really personal preference. The R700 and M40A3 do the same damage on non-juggs, but the R700 can take out a juggernaut if you hit them in the chest, which is something that even the M40 w/ACOG can't do. 
Personally, I prefer the M40A3 for sniping in general, especially quickscoping, because I'm just more comfortable with it. It's much more consistent than the R700 imo, and I just prefer the way the scope comes up. I can put up with the juggernaut hitmarkers, because I play Hardcore a lot. :p

M40 is much easier to use, that is why it is the most used gun in CoD4 and public server. If you are like me, and play alot of consolemod, and EU tournaments, you'll find many Scopes using M40 and R7 unlike public servers where M40 reigns supreme. At the consolemod/MLG level of play scopes can use either gun effortlessly. The advantage to M40 is if you miss your first shot, not that you should be, when you scope back in, the cross hairs will be pretty much in the same position. On the other hand, the R7 does not do this, due to recoil. But i prefer R7 tbh, not too fussed either way.
