or maybe after that we are on multiplayer we should add a code to load "online" like startprivatematch or something like that and it could possibly go "online before it reads HDD.. ?

It would work, I think, but look at the location. "...Activision\Call Of Duty 4 - Modern Warfare" That's telling the game where all of the files for the game are located. So you could change it, but either way you would still need all the CoD4 files in that directory anyways.

I think the one for stopping the HDD from reading would be allow dosnload but i think that you would need to add start multiplayer for it to work idk?
