There is no way to do this on PS3, or Xbox for that matter - these files are inside CoD4 itself, so unless you somehow find a way to edit the files on your CoD4 discs (this is why it works for PC because everything is saved too PC), it's not going to work.

You could, of course, just edit the video you might be working on for a montage (by using Photoshop etc) and change the skins and sky colour but I'd imagine that it would be hard work and delay your montage/video unless you were experienced.
