Well technically it's not the liquid that burns, it's the point on the surface where the liquid turns into a gas. It's known as the flash point and has different temperatures for different flammable liquids. I don't know what it is for beer but it certainly isn't room temperature.
Petrol is, hence the smell, but even then, throw a match into a pint of petrol and it'll just go out. it won't burn..
