I think they are useless, for my experience.

My region is BLES00155 and there's no link there for this region but I tried to replace the patch with Hex editor, with proxy server, but nothing works...
Now I'm very tired...

most likely u can modd these patches. try to modd the identifiers as so u can rename 1.2 to 1.3. if u hex, all chars needd to equal the exact kb/mb of the patch file. i will work on this so we can upload a bougus 1.3 and we will bypass with ease. no signing in and out bullshit
