I think you'd need the Special Edition ones to get Nuketown 2025 (or preorder for this map), and Nuketown Zombies is exclusive to the SE's. But who knows, they might add it to a DLC Pack like what they did to the Rezurrection Pack on Black Ops 1. But the people who had the SE's and already got the maps had a bonus (which is the other stuff for free like Moon).

They have already said they don't plan on releasing it to those who don't buy the special editions (nuketown zombies).
As for nuketown 2025, no idea.
