Even in past COD's if I was in Party Chat I could never hear the party.

Sure you are not missing something? I've ran a few parties on BO2 so far with Jake and RTS, and when we are in party chat we can't hear the lobby.

In the preference option Voice on Xbox if you selected the option to "play though both" you could hear the people in the lobby/game. Now that i'm thinking about it maybe it has more to do with the new Xbox update the CoD.
