I may be wrong but I think the purpose of token refund is to unlock more things.

Technically 55 tokens isn't enough to unlock everything during a prestige but honestly who really needa to try EVERYTHING? There are 2 snipers, 3 shotgun, etc that I'd never try
As far as what you keep: all weapon progress and camos. So if you prestige everything is locked again. However, when you get to the required unlock level your guns are as they were. H So if you were level 15 Art of War camo on your FAL. When you reach level 21 on the next prestige it all os still there.

I'd say create a class is the only way to go.

You do not get an extra 55 tokens when you prestige, you lose them all, meaning you have to unlock all the guns / scorestreaks again.

Refunding your tokens means that if you really want to unlock something, but your next rank is ages away, you can refund your tokens and unlock it.
Its pointless and I just go for create a class.

Once you hit Prestige 11/Master you get everything unlocked anyway!
