Well Treyarch were releasing zombie maps along with multiplayer maps before IW so doesn't that mean IW got on Treyarch's level?

Read the word carefully... Maps .
Both Multiplayer and Zombies are maps, in this case I'm putting them both in that category.
IW released more than just maps.
It could go either way, they both started and continued from one another's success. But IW were the first in my opinion to completely differentiate DLC.

The Zombies maps were harder and more imaginative in my opinion, that and Treyarch's multiplayer maps in DLC were far better.
The zombie maps often had new weapons, new perks, new boss types, I think you're just being too picky.
Treyarch have always been the superior dev when it comes to DLC.

Not to mention also, a new song was written for every zombie map, the storyline, a lot of work put into huge easter eggs.
