If you're console banned on BLOPS1 you can play on BLOPS2. I don't have ps3 so I can't answer the rest, but I do know that.

2: Yes, aslong as you have no homebrew on your ofw you should be able.

1) The expectations that lag issues are going to be fixed won't happen due to a number of reasons.
You're always going to get lag jumps and odd stuff happens due to the nature of networks. Most of the time it plays fine (xbox) but still get some jumps.

2) Treyarch has released a couple hotfixes which means you can connect to the servers.
