It's for the normal unlock tokens, just incase you unlocked stupid stuff you don't use, or though would've been cool but it wasn't

But it said refund all the tokens you have used but I still only had 4

The refund tokens thing is more for use later in your prestige not at the start , say your at level 30 and have used all the unlock token you have but want to unlock something different then you can use the "refund all tokens" option get your tokens back and unlock the things you really need/want, hope that make sense
