You just give your friend the account info (email & Password) that you bought the dlc on , all he has to do is make a create a new Ps3 user on his ps3 & then go to sign up for psn, it will say create new user or use existing user , he then clicks on existing user puts in your account info , & finally he just downloads the maps.

As long the DLC and disc code matchs up yes.
So if he has a US game, you have UK DLC it won't work.
