Yup, you heard right. Sent on their twitter, they are going to be allowing custom maps in Black Ops 3

There is much more news to come including updates on Open Beta timing. In order to keep you informed, we’ll periodically publish developer blog posts to share our progress with our fans. Stay tuned to the Treyarch blog for more information.
And yes, this is for real.

I highly doubt it. With those coming we are also getting out own "set" of dedicated server files. With that said any server running on that is considered "unranked" due to being able to run your own content. That's just something that doesn't really ever happen on consoles due to the walled gardens they like to keep.
. And of course I will port my bo2 stuff

Today Will Be Different
I don't think you'll see anything like this coming to console. There are a multitude of reasons, and it's directly related to both Microsoft and Sony. Granted, I'm sure jailbreak/cfw users would be able to get a hold of the maps if they're ported. But mod tools, never. Sony won't allow it nor Microsoft.
