You're actually going to need to complete Weekly Contracts. As you don't know, they added a contract about winning 75 wins. It's the same thing, but you have to complete contracts. You will not have it forever you can only use Blackjack for a limited time only for every contract you finish. If you're wondering how we have got this information, a user from Reddit has gone through the Black Ops 3 code, and actually found sme great codestrings from the database. Activate Blackjack contracts in the Specialists menu to play as Blackjack for a limited time.
