Highest rank seen in the video is 41 and thats Brigadier General(one silver star), in CoD4 that was rank 43.

Someone was rank 34 in the video, that's the Lt. Colonel rank(silver leaf), in CoD4 that rank was 37.

Same with the rank Major(gold leaf), level 31 in BO, but level 34 in CoD4.

So we must be looking at less ranks than CoD4, I'm guessing about 50.

Kaduna and I decided to do a little guessing and came up with this for the rankings, not confirmed, just OUR GUESS.

Private First Class/Corporal/Sergeant Ranks = Levels 1 - 22
2nd LT = Levels 23 - 25
1st LT = Levels 26 - 28
Captain = Levels 29 - 30
Major = Levels 31 - 33
LT Colonel = Levels 34 - 36
Colonel = Levels 37 - 39
Brigadier General = Levels 40 - 42
Major General = Levels 43 - 45
LT General = Levels 46 - 47
General = Levels 48 - 49
Commander = Level 50

I think 50 would be about right.

I think i just noticed something. There was a Level 41 (Brigadier General), Level 39 (Colonel), Level 34 (Lt. Colonel) ,Level 31/32 (Major), Level 29 (Captain), Level 25 (2nd Lieutenent) and a Level 22 (NCO rank) all present in the video.
What i think at the moment is this:

NCO Rank = Levels 20 - 22
2nd LT = Levels 23 - 25
1st LT = Levels 26 - 28
Captain = Levels 29 - 30
Major = Levels 31 - 33
LT Colonel = 34 -36
Colonel = Levels 37 -39
Brigadier General = Levels 40 - 42
Major General = Levels 43 - 45
LT General = Levels 46 - 48
General = Levels 49 - 50 ?

This is just a rough estimate through averaging out ranks, if its correct then the OP was correct about there being 50 ranks. So i think its plausible

No, I meant I heard somewhere that in Black Ops you could Prestige after 24 Hours played or had to wait 24 Hours before you could prestige which is the thing I don't understand.

Yea they were supposed to be putting in a Rule were you cannot prestige till you have played a certain amount of time, to stop the boosters being way ahead of everyone else the day after release

yea that was a rumor. it actually was a question asked on the treyarch page. asking us members how long should it take to prestige

Isn't Commander always the max rank? So Commander would be 50 if it is max rank and what about ranks 1-19? xD
