now I doubt this skull is the Tenth prestige as it is acually the symbol for the "Studies and Observation Group" (SOG)

Lol. yeah but they can make it look better than what they actually look like in real life, for example look at the gold cross of cod4, and compare it to real life 'gold cross'

And yeah "most likely ONLY be used to tell you what faction you are playing as" but there a lot of prestiges, and they can put the best, otherwise they would put like at least 5 prestiges of cod4 into mw2 (both are modern, means is the same "faction you are playing")
