CoD4 was one of the best FPS's and still is one of the best. I think one reason was because it was simple. 4 Attachments for AR. In MW2 there are 10 for the AR. Also in CoD4, you could only have the grenade. MW2, had about 7 (i think).
So generally, the simpler it is, the better and un-exploitable it will be.
Although some customization is good. For example, having different sites and sniper scopes would be good. I can think of one way it could go wrong though.
If you say had to get 500kills with a sniper to get a scope, people would boost to get it. They could make some kind of "anti-booster" script where if somehow it can detect boosting, then it would be bloody brilliant. But I dont know anything about coding so I dont know if it would be possible.
2. Release Mod Tools
I watch videos of MW2 Jtag mods and I would kill to be able to do that on ps3. Some stuff like flying helicopters and zombie mods are awesome. Map mods aswell.
What would be great is if there was a mode where its like LBP where you can load a level with all its codes but this wasnt connected to your online account. So people could upload maps and modded modes from their PC and your friends could play it by searching your ID.
3. Release a BETA
This was what made MW2 a complete fail, and this will be what makes or breaks Black Ops. Treyarch are great at listening to the community and Infinity Ward isn't. Maybe those skewer thingys will be overpowered and they will take them out of the game.
4. Have a strong support for post-launch
W@W had many map packs while CoD4 had one and MW2 had 2. As mentioned in a interview, they were going to have a strong post launch support.

5. Bring back Cage Match
This would stop boosting in FFA matches. The reason I hate boosters is because they ruin it for everyone else. In cage match, you don't. Besides, who cares if someone goes 7-23 and they have a gold gun while you go 40-12 and you have the shitty camo.
Anyway, this is my 2cents on this.
