can someone please tell me HOW CAN XBOX 360 PEOPLE HOST LOBBIES / HAVE MODDED ZOMBIES AND SHIT FOR BLACK OPS FOR XBOX BUT PS3 CANT?

It's something along the lines of 360 using .xex files and PS3 using .ff
They are two different types of files and on the Xbox with JTAGs they can open and edit the .xex files easier or something along the lines of that. Don't quote me on it, all I know is because .xex files are easier than .ff
