I never use any LMG's anyway so i wont be able to tell until theres mass amounts of people using one there meant to be powerfull ill be focusing on the SMGs like i have on ever call of duty

LMGs are a problem in FPS
The reason in real life life there role is to support and just rain hell down on a area. Meaning they are powerful have a big clip and just coat the area with bullets.

This means game designers need to change the role a bit. In COD it more deathmatch arcade/quick style meaning the teamwork role of the LMG is out the window.

In order to make sure users just don't go around the map holding R1 down killing anybody in the way. To balance it often they slow down the turning on the LMG and recoil that baby.
IW then in MW2 made the gun very powerful as a counter to that. That was a smart move because if they did not compared to the other weapons LMGs are weak.
Heavy gun with loads of ammo but weak compared to a AR.

Map design also plays a role , if a map suits the playstyle of a LMG it king. On MW2 alot of maps worked for ARs , SMGs and shotguns.
If trey have sense they will make it so the gun types on maps only work in certain bits not the whole thing like IW did.
That a hard thing to pull off.....we see i trust trey i like there work.

If people say LMGs in MW2 was overpowered then look at the other gun and tell me they are not also overpowered. Only gun which was not compared to the others F2000.
By all logic F2000 should have been the gun in MW2 due to the small ish maps.
F2000 is a low recoil powerful gun with a high rate of fire (that in real life).

I guess that in black ops most users will use a LMG if they are going for a higher KS. My reason is because of the defense nature of the gun to balance it. Makes it the best weapon on paper to get them with.

And to answer the OP question will LMGs be overpowered that depends on the damage nature of all the guns in black ops. Right now it looks like trey moved away from IW extremism of couple bullets your dead. Also much better map design too.
