Go to Game Option in Private Match.
Then Perk Editor.
Hit the "Perk 2" option.
Choose Steady AIM.
And change the value to 5%.
Don't forget to choose a class with a sniper and stady aim.

Just use Scout PRO, it removes sway. Also use variable scope or Infared, On Varibale scope go to second zoom as soon as possible.

Do you have a proof video of this because I tried it and I didn't notice a difference?
