oh i just noticed this is EP0002-BLES01031, I'm assuming you will need the BLES01032 for your region.

just used the ps3 proxy server, set it up and delete your patch on your ps3, then select to download the patch and look at your ps3 proxy servers logs and it will show you the link the ps3 acquires it from.
