Majority consensus? Show me some data and maybe you have an argument but from my experience people generally underrate the Galil.
PS. Maybe the problem is you're looking at this site as the "majority" or something, which would make sense as to why our views differ. For example a lot of people here claim that the G11 is undervalued, while the majority of the competitive community (GameBattles, MLG) consider it the most overpowered gun in the game.

I've got nothing "statistical," (nor do I even care that much) but my majority consensus does include mainly this site simply because the original question was addressed to this particular community.
No it's no where near a "conclusive" or even a valid argument why I believe these guns are underrated. But saying the opposite/opposing view comes to the a similar situation...
So, based on our own experiences, Galil is either underrated or at the exact expectations. Good job Treyarch maybe?
On another note, I think most players tend to underrate the whole pistol class in general. One would be surprised how effective a pistol can be in tight, desperate situations.

I would say so.
Hell, aside from the inexcusable frame rat/lag issues the PS3 version is facing, I genuinely like the game. I think the maps could use some work, but I feel like Black Ops has finally captured a little bit of that 'COD' magic that made COD4 so great.
As far as I'm concerned, Treyarch actually did a decent job of balancing everything out and bringing back a certain element of skill to the game that was severely stomped and trampled on by Modern Warfare 2.
