It was probably for one of these reasons:
1. Too glitchy
2. They're going to release it to members that subscribe to their monthly payment when they release that.
3. They're just not smart enough to know whats cool and whats not.
but its most likely a combo of 1 and 2

Everything can be too glitchy. Sometimes it might not give people their money, sometimes it might not open... there's a lot of stuff that can go wrong with little things. Another reason is maybe it made it to easy to get money. Also, with split screen you could just put you money on your other controller and play with the other controller and win, then you would get a lot of money.

It more likely that they didn't include it because it simply didn't work how they thought it would.
