Now, I'm not fully sure how matchmaking works in BO, but I know a player can have lousy internet speeds and have BO run smooth online. There is also the opposite, where a player can have great internet speeds but BO still lags to almost unplayability.
The former is great, he latter is unacceptable; I have been playing 2 bar games since release (unless hosting) with my average speeds being more than adequate (listed below).

I have a theory that BO is actually using our listed PSN address to determine part of it's matchmaking process—a fairly essential part I'm guessing. I assume this because most of the "local" or "local only" games I join are with hosts based in Asia (everyone on the mic is speaking Japanese)...yet I live in Chicago, USA. However, I have my PSN address listed as in Hong Kong— so that I can purchase games from the HK PSN store.
My other account has my real address listed, and I get full bars every game playing "local" or "local only."

Your listed PSN address might be determining the matchmaking in Black Ops— a wrong address might have a negative affect when searching for the best possible game.
