I'm not 100% sure here, but I'm guessing that The Sims, Guitar Hero II, Super Mario Bros., and Gran Turismo all beat Black Ops. Just a guess.

I can clarify that Guitar Hero III sold more copies than MW2. Idk if it outdid Black Ops.
