Activision want as much money as possible, and Microsoft know that CoD is the biggest gaming franchise there is so the 50euro a year I pay to play online should get me some perks.
I have a PS3 too, and I still love my PS3 more than my Xbox for several reasons but Microsoft did a smart move there, its not a grudge against PS3 users, its just buisness.
Treyarch and Bill Gates have nothing to do with how a map pack is sold.

Its a legitimate business and marketing strategy by microsoft....
People who know that 360 gets stuff sooner are possibly more inclined to buy a 360 over a ps3....say M$ paid 5 million to get stuff released earlier....they could make 10 million off increase of sales of consoles and DLC's....
