Go to a Pro Gambler game. And back out once lobby shows migrating hosts. I have been playing around with this method and been able to get it locked into 1 vs 1. It does not always lock into it though. This is a simplest way of locking the Wager match for you and friends.
1. Have friend invite you to a Wager match.
2. Go to Edit playercard hit "B" and hover over Save and Exit.
3. Have friend switch to Theater and then back out of lobby.
4. Now you should see a loading screen for a few seconds. Length of time
may vary, just wait.
5. It should now be at Player match, once you have backed out of your Playercard.
6. Invite your friend back to game. Their name should be in red, as if they
were a nemesis.
7. Switch lobby to Wager match, and both of you quickly go to edit Playercard
and hover over save and exit.
8. Lobby will then be locked into one game of Wager match. And it will
automatically exit your Playercard.

Note: If it doesn't lock into 1vs1. Then just invite friends to fill lobby. The 1vs1 is not perfect.

im doing it on a ps3 followed every single step, the loading happened and all i then invited my friend to player match but his name was in white and not red, i then switched lobby to wager, went to edit playercard and hovered save and exit, while the countdown of the match was happening, the match started saying nuketown only, 1st place, 2nd place, and 3rd place were all at 0 cod points, when i choose class there are 10 to chose from, it looked glitched, cuz i cant chose anything at all, and the classes were with no gun, no perks, i cant rly explain but i couldnt chose any class so i just left game. i tried a few times, and cant manage to do this
