A lot of developers leave a lot unused assets on the disk. Cleaning the data isn't easy, they can't just delete it so they just leave it. These assets could be incomplete and if the DLC were unlock codes then it would have been foudn out a long time ago, hacked easily and the file size would be less than an MB.

I'm pretty sure Treyarch won't make a 15? Map pack DLC. It'll probably be like 5-7 maps. You seem to be right that it's 2 DLCs. Just hope the 1st one has the best maps. I smell random semtex a comin
