The guys needs a tutorial not an image but it proves it can be made with only 12 layers.

they are all drops, and circles, 4 drops, and the rest are circles that are white

its 4 Drops.. the red ones are the drops, and the rest are circles, i suggest starting in one of the corners between the drops, do the outer 4 corners first, then the top, bottom and the sides, and to make sure all of the circles are the same size, just duplicate the layer and move it to the next corner, and just repeat until it looks like mine
